Language Bar problems

i would greatly appreciate it if anyone can tell me how to get my Language Bar to appear. i set it to appear on my desktop with Control Panel, but nothing happened. i suspect it's because i don't have the right Windows XP module. i have Win XP Media Center Edition, and i hope the Language Bar is not exclusive to the Home and Professional editions.

Control Panel -> Regional and Language Options -> Languages -> Details -> Advanced

Make sure Turn off advanced text services is unchecked, then go to Settings tab.

Language Bar

Check Show the Language bar of the desktop.
