One of my best friends uses GIMP shes really good with it she made a tutorial on it I'll look for it for you.

I heard that Paint Shop Pro is good for avatars but I only used Photoshop though I'll have to try it out.

Gimp is good hut hard as hell, Man im using Lunux and it still takes me like A HOUR  to do recolours using gimp....
