yep, that was the narrator, Kenyuu Horiuchi. and, this was back when HAL Lab was an independent company. it wasn't their first game ever (they made MSX games way before this), but it was their first game for a Nintendo-made console. i think it was also the only anime-based game they ever made. you can check out this site for some info on HAL Laboratory's past works, each sorted by console (excluding MSX):
