To quote what is already on the rules page:

"Please do not register if you don't plan to post at least once.
If you've been registered for over a month, but have not made a single post, your account may be deleted without warning."

It is where it is because it doesn't fall under the two main categories.

the best thing to do might be to give them the boot. but, to be fair, perhaps we should give them a time limit to post at least one topic or reply within a week or so. and, if they fail to do so, then *kick* -- out the door.

but, i'm not the admin, and i'm not a mod. so, i'm just making a suggestion, that's all.

Suspending posting privileges is not. I guess you can PM them and tell them that they have to post, otherwise their account will be removed.
