Interesting. I have been watching that scene again and again in slow-motion but can't seem to find that frame no matter what
Did you find it from SPC or KNT version?

I watched the SPC version last night, and it appears they removed it. It's only in the KNT version.
Kind of odd that they would remove this, but leave in the "Kyou no Otama ni kami ga aru" one in Gender Bender Butterflies. Especially considering that the latter is a very random and obscure joke, while the former is basically just restating what's already going on in the scene.

I've exchanged a few emails with SPC producer Andy Thomas, and he had mentioned that they had tried to remove or alter scenes with Japanese text in them when making the English version, including hidden frames. Why? Because nobody could read them. There was even some concern that the estate of Marlyn Monroe might sue over the use of her picture in a hidden frame, but in the end it was decided it wasn't worth the trouble to try and remove it.

The small text seems to be
"dou da yo omee!!"
((どうーだよ  おめーっ!!) which translates loosely to
"Hey, what are you thinking?"

Hiya! I'm new here (in case you were wondering), but I noticed something in the episode where Speedy and Emperor Fred are exiled. While riding the shark right after it pulls Speedy under after he notices Princess Vi's ship, a little sign appears by Speedy's head. It says "Chotto mate kora!" which means "Wait a minute!" or "Stop!"
I think it's somewhere around 7:40?

Ah, yeah that was so that you could tell what he was saying, since he was underwater and hence his voice was all gurgly. I believe I have a screencap of that one actually, let me check. Yep, here it is:
Something similar happens with Bad Bird/Karamaru on two occasions, one in which he's hanging from a ledge by the upper half of his beak, and another when he jaw became locked in place because he opened it too wide while laughing.
While I'm posting, I'll show another thing I came across.
From the first episode. This is a frame from the series of flashing images that occurs when Guido/Sukashii gets run over by the cart during the sequence where he and Speedy/Yattarou are fighting over the pizza that's supposed to be delivered. You can see Guido's/Sukashii's eyes, nose and mouth rather clearly. The red text reads "itai", which literally means "painful", but is often used as an exclamation by someone who is being hurt, just like we might say "Ow!" or "Ouch!" in English.

Noticed this when I watched 'Polly's Magical Flute' today. This piece of text appeared exactly when Polly's hug breaks the mysterious stranger's spine. Exact time was 8 minutes 15 seconds:
Heh, I don't have the exact screenshot but I copied it as best as I could. I guess it could mean 'snap' or 'crack' to show the impact of Polly's hug. It's one of the few hidden frames that still exists in the SPC version.

It's a sound effect "baki-!", sort of like "snap!".

It's in Guido's imagination, "showing" how Polly got her flute. It only shows the outline of the cat-- and his mouth while he speaks.
"Take this flute, funny-face, as an token of my love," or something around those lines.

Here's an interesting frame I found in "Cold and Crabby in Little Tokyo"/"Daibouken! Zekkouchou wo Sagase". As the cats land on Bad Bird/Karamaru, you can see that his eye actually pops out of its socket, and cables are visible.
